If the council is rubbish, there's no amount of p.r. you can do that will change peoples' opinions. If they're average, you can emphasise the good.

If you're the front-end of the organisation, wear a smile and pretend/show you're pleased to deal with whoever calls or phones (there are occasionally one or two exceptions to this, as I'm sure you know). If you don't have the answers they need, tell them you'll find out, or find someone who does, and do it.

Have their website's home page feature a recent good news/feelgood item, and put links in that give visitors access to the councillors and services they need without needing the deductive skills of Sherlock Holmes to do so. A free business directory of local traders, with web links, costs very little to add, and makes the traders feel they are getting something back.

If the councillors themselves are less than helpful, explain to them that you are trying to help build the council's reputation and, by association, that of the councillors too; and invite suggestions for any improvements (try not to let them get too carried away).

And good luck!

A bad one is quite easy to build, a good one takes time and trust. As everyone wants different things form their councils. It will be difficult to appease everyone. There is not a one stop way to build a good reputation but those that work the best work with open doors, clarity and truth. The last ingrediant is a figure head with a an exceptional personality.

Compare it with Southwark Council in London. Yours will come out smelling of roses.
