Its not done by the size of the school if that was the case Wake forest wouldnt be division 1a most division 2a schools have a bigger student body than they do.

Division1 A is the big schools like Texas, Florida, Notre Dame, Southern Cal. Very prestigious in both acedemics and in sports. Division 1 AA are smaller colleges that aren't as prestigious acedemically and on the field. Appalachian State is a small college in the Appalachian mountains. They won the division 1AA championship 2 years in a row but it isn't as good as the 1A championship.

The ranks are determined by people in the media and coaches. The Coaches Poll is when the coaches vote on the best team while the AP Poll is when the media determines who's where. The BCS is when I believe the coaches and media decide on who's going to which Bowl Game. The BCS is a very controversial system because of last years Bowl results where Florida got into the National Championship instead of Michigan. Florida went on to win the Championship and Michigan lost in the Rose Bowl to USC. Some people and coaches alike belive in a playoff system like the NFL while others like they way it is saying that it's college not the NFL. This is a very complicated and heated issue and really only the coaches and NCAA know how it actually works.

Will W is kind of an idiot....Div 1A is not just "the big schools". For instance, North Carolina small school D1A Wake Forest has about 4,500 students....and North Carolina small school D1AA Appalachian State has about 15,000 students....Or even to put this a little more into perspective, the University of South Florida (USF) is one of the largest universities in the entire country and was in 1AA until 2001. Now they are playing in the Big East and beating the likes of WVU......The difference mainly is not the size of the school, but the money and stadium attendance....For instance, App State has an endowment of about 53 million. Wake Forest has an endowment of about 1.15 billion! Comparatively, Michigan has about 5.5 billion!!! Other big factors include alumni, stadium size, and game attendance....The bigger the attendance, the more people are willing to tune into your game, which is more ad revenue....and please, if you remember nothing else, remember that college football is a business....and it's all about money.

The NCAA have more requirement of 1A schools that many small colleges are unable to fulfill.
First it's the Title IX rule stating that equal amounts of scharship need to be provided to males & females. Since there's no women's football - The college needs to fund more scholarships in a girls sport. Since very few sports are profitable this becomes costly to small schools.
There's also stadium size issues.

Div IA(now know as FBS-football bowl subdivision). Is made up of larger schools. To even be a Div. IA school, you have to maintain an average of 16,000 fans per home game for 2-3 years to even apply to move up. Div IAA(now known as FCS-football championship subdivision) is the schools that are too small to maintain the 16,000 tickets sold per home game average. But that doesn't mean they aren't good(a la the Michigan game). Also, about App State, they have 7 victories lifetime over Div. I schools, 6 of them are against Wake Forest, the last one of course was Michigan.

1-AA are typically smaller schools...but they determine the championship the right way...with a playoff system, not stupid BCS crap...
