some guy just put in new shiny tiles for the floor, but he was messy with the plaster, i tried washing most of it off with a mop, but that wasnt much of a help, is there anything that is specifically for removing plaster, and wont damage the tiles (wont remove the shine off of them)?????

Because they are glazed tiles, they have a tough, glassy surface. You can remove the plaster by scraping the tiles with a scraper blade, or single-edged razor blade. Practice on a tile that won't matter if you DO scratch it.

What you are trying to remove is actually grout, not plaster, and the installer should have washed the floor over and over again until it was clean and no longer hazy. As for scraping the tiles with a razor scraper I would be very careful as you CAN scratch them even if they are glazed (shiny).
If you paid for this service you should call the store that sent the installer and tell them about your problem.
Otherwise call the installer and ask him what he is going to do to clean it up.
You could try vinegar and water to try to soften it up to scrub clean with a scouring pad, but be careful not to remove the grout in between the tile.
There are also some commercial removers but I do not know the names of them.
