Does anone know when it is time to start transplanning flowers? I live in Wisconsin. I have never done this before.

They can be transplanted spring or fall.

Plants that bloom in spring are best transplanted in the fall.
Those that bloom in late summer or fall are best transplanted in the spring.

The idea is to divide & move plants when they are rather dormant to reduce planting shock.

It's best to plant on a cool or cloudy day to reduce stress on the plant, & make sure you water them so they won't dry out. In fact, it's best to water heavily a few days before you transplant so that the soil will stick to the roots when you dig them up...& you'll have more soil attached to the transplant. Before you dig up your transplant, make sure the planting hole has been dug up & compost is added to it. Then you just take the transplant out of the soil & immediately plant it into its new location. After planting, make sure you keep your transplants watered until they get established.

If your weather has turned cooler and you have the time
to keep an eye on the new transplants then go ahead and
do it. The hot sun tends to bake any new transplants so be
careful. If you are moving shade plants such as hostas you
should be okay. Make sure you keep them watered..don't
let them dry out.

I have transplanted things in all seasons. Hint: give them a good drink of root stimulator (fertilome makes an excellent product) when you do move plants.
