In my opinion you'll be comfortable any time you go, but possibly least comfortable in July and August. We were in Lisboa in August and it was hot and sunny, so we had to take lots of water breaks but the hotel was o.k. at night; whereas in Sevilla it was too hot to sleep and I had to get up and take a shower during the night. Avoid top floor rooms if you're there when it's very hot. It's hotter inland, as there are breezes on the coast.

You need to learn a little geography and you could answer your own question.

The 40th line of Latitude runs NORTH of Seville, Spain... it also runs through BOLDER, COLORADO...

Portugal can be rather cold and rainy at some times of the year.

In the summer it by day the temperature is between 20 and 35ºC. In the winter, it can be between 5 and 15ºC, at least in the main areas.
