I download the web set up for direct X 9.0 and it said their was a network connections error.... But there wasn't one. what could be the problem? I have a windows xp.

Try installing from a CD. There are lots of copies around. Usually on game installers and graphics card driver CD.
BUT if you are using Win XP Beta which has DX 9.0b, you can not install DX 9.0c.

it could be possible that youve actually downloaded a corrupted file. you can try downloading it again.

it might also be possible that you have a firewall and the installer is actually blocked from accessing the net.
