The amount of solar radiation that is incident upon a unit area of the earth's surface per unit time at the outer limit of the earth's atmosphere is called the solar constant. In passing through the atmosphere, the value of this solar constant diminishes due to absorption and scattering of solar radiation by dust and smoke and reflection from clouds.Ultra-violet radiation is absorbed in the lower stratosphere by ozone. The remaining amount of radiation which reaches the earth's surface is either absorbed by the surface or reflected back into space. The absobed radiation is converted into heat over the earth's surface. This absorption and reflection depends upon the nature of the surface and the inclination of the incident solar beam.
Due to the inclination of the solar beam, the same amount of radiation which falls on a small area on the equator falls on a comparatively very large area over the poles. So the heat received by the same area over the poles becomes very less.
The nature of surface ,as mentioned above also plays a part in deciding the amount of heat received by the surface. In poles, ice and snow covering of the surface, reduces the temperature.Snow and ice are good reflectors of heat and good radiators of long wave radiations.Consequently, the temperature over snow and ice surface tends to sink to very low levels. Not only this, the solar radiation will only melt the ice, not raising the temperature above the freezing point.
Hence ,extremely low temperatures are met over ice and snow,in polar regions .

extreme rigidity brings heat temperature and lightweight winds. this is because of the fact the air is putting rigidity on earth. becoming air condenses and RAINS, meaning that low rigidity is chilly and windy. Isobars tutor this on a climate map. If the numbers on the traces are increasing in the direction of the middle, its extreme rigidity. (and vice versa) The wind velocity and accepted wintry climate temperature varies in worldwide places of diverse latitute, climate, and assorted winning wind impact.
