I'm not sure which maunfacturer first started using catalytic converters, but it was sometime in the early 2000's when they became common. Fuel injection uses engine coolant temperature, outside air temperature, atmospheric air pressure or the amount of air drawn into the engine and the position of the throttle to determine how much fuel to inject. in theory, carbs are pretty crude and haven't changed much for 100+ years. They aren't able to increase or decrease the fuel-air ratio and changes in elevation (atmospheric air pressure) alters the ratio. Too much fuel and extra hydrocarbon emmissions are emited.

I think Honda was the first to bring them out.

My 2001 CBR1100 has one and I think my 1998 VFR800 had on to, not sure.
