i have installed a dvd cd rom burner audio fine but need a decoder for video what do i need to do?

If you bought the Burner OEM (without any software) then you need to obtain a software decoder in order to play video.
You can purchase software that will be compatible with your burner from somewhere like PC world, if you prefer the "Free" (albeit more basic option) take a look at this...

Try Power DVD for movie viewing and Nero or Roxio for burning.
