We rented a car from Napoli Airport with only a Florida driver's license and a credit card. We reserved an economy car for $13 a day in advance on Travelocity and it was easy, when the counter guy finally came to the window. At the airport there was no one at the rentacar counter, though it was "open" We asked the neighboring companies and they didn't know. Then he came in about 15 minutes, was having a coffee, and it was about $40 a day, after taxes/insurance..

You are required to have an international driving license to drive a car everywhere in the world except your own country. But sometimes bordering countries don't bother and accept each others driving licenses, depend on where you are from
