Yes you can use it on both for inside applications. Plastic will need to be lightly sanded with a fine grit sandpaper,well, they both need to be lightly sanded, washed, and then primed first. I paint plastic stuff all the time. I don't like the color of an extension cord I'm using, I paint it to match the wall. I didn't like the color of my fridge any more, it's now black. My Parlor Palm's leaves got sun-burnt,and yes I painted them green again. I just cut some of the painted leafs off today, new ones finally grew in. I'll paint anything! Bye and the refrigerator looks good too!

For decorative purposes, probably. Not if it will receive constant use. Latex could peal off of metal or plastic.

They make canned spray paint specifically for plastic and metals..

Latex paint is water based - even when dry it could lift off if you wipe it. Id suggest a good epoxy enamal for like fridges and dishwashers ( properly prepped first tho) - another paint i like is : Krylon Fusion - its supposed to chemically bond to nearly anything - mostly plastics , but ive used it on my lawntractor engine blocks , chassis and wheels for years and it holds up really well.

in plastic you may apply it directly but in metal it's better to base coat it with a red lead primer.
