Rule#1: Never run while carrying a nuclear war head, just like scissors they will take you eye right out.
Rule#2Nuclear material of any kind are not party supplies!! Even though some may glow and would be great to have just for show, but no oh no you mustn't use them...yo!
Rule#3 : The final and truest rule when dealing with an armed or live bomb is do something! It is one of the widely studied fields of nuclear science and engineering. No amount of theory can prevent an accident unless the people are well trained and good systems to automatically shut down the plant are in place.

You can have voluminous amount of rules, butyou cannot control human carelessness, that is one of the major causes of accidents of all kinds.
