Had a similar problem with my scooter, was told to cange batteries. Did this and still had the same problem, then got told must be something wrong with the charger so bought another charger guess what.........................still didn't get agreen light. One of my friends took the indicator out and found that the led (light) was dead.
Moral ?
1). Charge the battery every time you use the scooter and leave it on charge it will cut off when charged so you can't over do it.
2). How old are the batteries, the ones in use today are gel type and last a good 2 or 3 years.
3). Get an electrician to check the output from your charger because that could also be faulty.

Probably it's the first sign of a failing battery. It isn't reaching the cut off voltage for the charger to switch to float charge. The "correct" charging regime for the sort of 12 V lead acid in a scooter is to charge at say 5 amps till it reaches 14.5 volts and then hold it at 13.5. The probable result will be overcharging and gradual loss of fluid from the battery resulting in a slow drop in run time until it just won't go.

It dosnt have 2 as long as its charged.Dont worry about it.Aslong as its doing its job.
