i currently have have a p4 531 3ghz with hyper threading 1gig of ddr2 667mhz ram a 7600gt video card wanting to play fear but is a bit laggy what would be the best part to upgrade the cpu or video card only have enough money for one or the other

Upgrade your video card. 3D graphics performance is a lot more dependent on the video card.

You are probably using a 7600GT w/ ddr2 v-ram because the variant w/ ddr3 is pretty fast.

Consider the X1950 Pro or XT if you want a big gain in frame rates. If you want to move to DX10, get at least the 8600GTS.

Humm just wondering what hard drive are you using? That could also be an issue and a cheap fix. Are there any other programs running on the pc? Also when you upgrade sell the old part on ebay, that helps out a lot. If you could post more information on the graphics card, like if it is ddr2 or ddr3, ddr3 is considered faster in some games then the 8600gts. Ram would be the cheapest to do, with mail in rebate I think it would cost $60, http://bensbargains.net/index.php will have some on there. Controlling some of the programs running and maybe a faster hard drive with more cache could help.

I'd recommend a RAM upgrade first, it's the cheapest solution, espically since the rest of your specs blow the system requirements away.
