I really don't think he should have had to resign. "Oh, but he tapped the guy's foot and passed his hand under the divider!!!" SO WHAT? Unless the words,"I will pay you for sex," come out of someone's mouth, guess what: That's not soliciting sex! Sure if was wierd, but since when is being wierd a crime?
And I understand why he pled the lesser charge. I heard the recording of the interrogation. The cop said, "If you plead the lesser charge, you pay the fine, we're done and you're free to go. If not, we can go to court." He figured if he did that, he'd be done and it would never come up again. And of course he didn't tell his wife! Especially if he never thought it would come up again. That's just embarrassing. And if you ask me, that cop was getting a little out of line.
