Generally, yes. But more realistically, it is the way we are brought up. Men are taught to think that being neat and clean, wearing nice clothes and smelling decent is effeminate, fairy, not masculine. So a gentleman who dresses well and looks good is undervalued in many places. And remember that the word "attractive" is different from "beautiful." What attracts a woman (here speaking primarily of heterosexuals) is not as often related to the looks as it is the whole man. On the other hand, men are more attracted by beautiful women even when they know she is a rhymes-with-rich. In fact, some men prefer the demanding women.

You can't really say females are more attractive than males or vice-versa, because to most females(unless lesbian), Males are attractive.
and most males(unless gay) love Females. So logically there can really be No most attractive in anybody....
Everyone likes something different. What one person thinks is sexy, another person may find unattractive or even ugly.
