cops took a friend tap, and he was 18... i dont think they can do that maybe i am wrong..... ALSO is it illegal for someone under the age of 21 to be in posession of a full UNTAPPED keg and a tap

I'm sure the law varies from state to state. But a tap can be considered 'paraphernalia'. You don't use a tap for bottled water.

Also, it doesn't matter if you have a bottle of beer or a keg of beer (albeit untapped) it is still illegal to possess if you are under the age of 21 (in most states.) Now if you want to discuss if it should be legal, state your question differently.

Well, you can't drink a tap, so possession of that should be legal. It is illegal for a minor to have alcohol, even if it is in an unopened container.
