I always thought knocking on the ceiling was to complain about the noise.
I've heard "knock 3 times on the wall if you want me (adjoined hotel rooms)" in the movies. I guess the person may be waiting for the entire night without a knock. I think that comment was intended to kindly tell the neighbor that you were available. What he was supposed to do was to come over sheepishly and invite you to dinner. If he didn't do that then you never saw him again I guess.
