If you really want to start from scratch, you will need a multichannel radio transmitter and receiver, a bunch of servos and some pretty good machining skills.. If you are willing to start with a chassis kit then you save a lot of steps.

You might check on whether there is an RC club near you. The guys who do stuff outdoors have different attitudes than those who race indoors on prepared tracks.
