It depends on where you are calling from. If you are calling from the same area code then it is not long distance usually..but if your area code is different than 650 then to call that area code is long distance from yours. Just the same as 904, 312, 203, 912, etc.... would be long distance unless you were calling from that area code the same as you are calling to.
Your question was incomplete. It seems that maybe you do not understand that you are posing your question to people all over the USA and we are all in different are codes...you would have had to give us your area code in order for your question to make more sense....
It seems by the way you asked the question that you were assuming that everyone that viewed it is in the same area as you are in. We are all scattered all over and anyone not in that area code would be long distance. Unless you have some kind of phone plan that allows different than traditional rules for long distance. With technology getting as it is, many companies and also the military are now offering phones with much larger long distance areas and things like Statewide local and internet calling and many other plans available.
But the simple answer is that you are usually dialing long distance if you have to dial one plus the area code plus the number from where you are calling from. Especially if your area code is different from the one you are calling. Usually separated by distance...some military bases have their own area codes and therefore it would be long distance or local only depending on where you are calling that base from. depending on what area code you are in when you are calling that base.

Its still long distance even if its a naval base.
