When this technology becomes a standard for information distribution (like cellphones of today for mobile communications) one of the main risks is noise (non-information like advertisements and other exploitives). The main reason the internet is so saturated with noise is because it is dynamic, but so is information. So, how can the restrictions (to prevent noise from developing), without hampering information growth and distribution, be implimented?

The fact that you put this question in Politics & Government suggests that you figure the government should come up with a solution. Problem is, governments are national and the Internet crosses all national boundaries. Therefore, the marketplace has created a way to make it free of cost to the user, and that way is advertising. If you want to ask how we keep the advertising from being obnoxious, I figure the marketplace has a response to that, too: do not purchase from advertisers who use obnoxious ads. That great old American institution, the boycott. Publicize your disapproval (for example, on Answers) and encourage others to boycott any product that is advertised in any way they dislike or disapprove of.

That's what I'm doing with this answer. I say NEVER click on any add that is overbearing, such as the Wal-Mart's big, flashing bright colored banner that tells me I'm a winner. But then, I can't stand Wal-Mart anyway.
