The Ramsey County Courthouse is in the City of St Paul, and you may be able to get information there. Alternatively, you may try the Ramsey County Sheriff if they did the arrest, or the city police department if the arresting agency was local. Finally, you may be able to get more information from the Minnesota Bureau of Criminal Apprehension (BCA).

This is quite a feat your looking at my friend. Ramsey County is part of St. Paul Minnesota and has about two million people that live both in and, around it.
First find the agency for the arrest, then the area or precinct, then finally the officers in charge.
State, county, city, precinct and officers, a lot of history.
