If you're running Windows, you have MS Paint that's available. You can access it by going to your Start Menu, then going to Programs -> Accessories and there's Paint. Draw your image and when you're done, go to File -> Save As. At the bottom middle of the screen, it reads "Save type as", click on the drop down menu beside it, and you'll see a bunch of different image file types that you can save as. GIF will be under one of those.
Other free drawing tools that I'd recommend would be Inkscape, and GIMP. These tools are much better than MS Paint. The links are below in the sources.
To make GIF files in those programs, it should be a similar process. Hope that helps!
