This is dropsy, but you'll need to determine the cause before even beginning to try to treat this. As bettachris said, it's not a disease in itself, but a symptom. The causes are many, including over medication of fish, and kidney malfunction. The basic problem is that the fish isn't able to expel water from its body, so it bloats up. You should isolate the fish in a separate tank if possible to make treating it easier, especially if the tanks in the store are connected through a sump (otherwise you'll need a LOT of medication for treatment). You might try a small amount of Epsom salt as a first treatment (about 1/16 of a teaspoon) Otherwise, if your brother's store carries Mardel products, I've successfully treated a betta with dropsy using Maracyn 2: http://www.virbacpets.com/mardel/product.php?pid=182 . How successful you would be really depends on the cause and how advanced the kidney failure is at this point. The condition is often fatal.

drospy, fatal sydrome not diease so it cant be transferred from fish to fish.

Basically it indicated poor water. it is 98% fatal as the organs shut down and there is fuild building up inside the fish causing the scales to stick out.

again fatal as you have to find a way to start the organs again.

It does indicate poor water, so he should keep up with those water changes.

its dropsy -- its bad and not curable -- it has to do with kidney failure.

there isn't much you can do. you could euthanize the fish.
