These are not incredibly elite schools, but all are very good and somewhat difficult to get into. They are all ranked a little higher than Rutgers, so unless you are currently in school there, you will probably have some trouble transferring there.

I know University of Arizona isn't hard to get into. But I am not sure about the other ones. I heard that University of Arizona is a good school.
I am a 2nd year at college. I am planning on attending Arizona State University.

The University of Texas is extremely hard to get into undergrad unless you are a Texan which then only makes it slightly easier. However, it is easier or at least it seems that way to get into its graduate programs.
University of Arizona is extremely easy to get into.

The "easiest" is North Dakota State U.

Use this website and search your schools. Look under school at a glance for selectivity. If it is hard to get into, it will say more selective, etc.

Why don't you finish your Bachelor's there and go somewhere else for you Master's. You will save time and money.
