What i'm getting from your question is that you feel you have an increased probability to sit beside someone playing with themselves.
I would think that you are no more likely than any other person to sit next to that kind of person. It's just that those instances tend to get emphasized more due to the peculiarity (or abnormality) of the circumstance - hence you perceive yourself as always experiencing it, more than others.

Get up and move. Maybe you choose to sit next to that type of people? I have definitely never sat next to anyone who played with himself right there. Ewww!
