Yes, it's normal. Some people call it "Helicopter Ears" It probably has a gene of a lop and a normal rabbit. Either that, or its ears are not weighty enough. Lop rabbits are not born with their ears down, but with it up. Because their ears are heavy, it'll eventually go down. If it doesn't, then consider the gene part.

it could be but it also could be broke by someone holding it by its ears!! You should never pick them up by the ears! But back in the day we were told thats how you pick them up and that is wrong!!!! I'm sure some still think that and will do it but it can brak the ears and hurt them!!
