Interesting question! Like others have posted it depends on what you mean by greater achivement.
In my opinion this means greatest longest lasting effect and greatest ramifications on the known world today.
The Greeks were the inventors of democracy and philosophy which is still disscussed today and helps define dozens or world nations.
The Romans had one of the largest and longest lasting Empires in the history of the world. Its impact litterally changed the map of the world.
For greatest achivement though I do have to give it to the East and the Chinese who invented black powder.
Orginally invented for entertainment purposes and fireworks gunpowder as weapon no matter who wields it changed the world forever and still is through global conflict. Granted this may not be an achivement for the better it is certainly one that cannot be ignored.

I guess it depends on how you define acheivements. If you mean things like developments, tools, and concepts I'd say the two region's achievements were just different due to things like location and needs.
In my opinion though, I'd define achievements by including less literal things- such as longevity. Asian societies (*cough* China *cough*) outlasted most Western societies such as Greek and Rome by tons of years. I know it seems like placing such an emphasis on how long the empires lasted is a bit strange, but I am amazed that the Chinese empire could have one dynasty lasting hundreds of years, break apart for maybe a few years, and then come together into another dynasty for hundreds of years while the Greek and Roman empires could fall in such a short (compartively speaking) amount of time.

China had some important ones--gunpowder, paper money, pasta, moveable type. China, however, was large and secure and didn't feel the need to explore the high seas as the European powers eventually did.

they had much the same inventions/enterprises/ or govt..................the Chinese just had all of it MUCH sooner.
like hundreds of years sooner.
Asians were far more advanced sooner than the Europeans.
