863Mhz(863 Megahertz) - This represents the speet rating of the CPU (It's most likely 866 but Windows reports it incorrectly). This is can be used roughly to compare the speed of two computers.
320Mb RAM(320 Megabytes of Random Access Memory) this is the working memory. Now this can also affect speed depending on what types of programs you use or how many programs you use at one time since all that must be loaded up into this memory.
If you run out of this memory you will know. You will see a green light on the computer flickering and spinning noises comming from the computer for a long time and your computer will feel slow or may appear to freeze.
Another factor that make a computer become slow is the hard disk space. If you run out of free space on your hard disk your computer may freeze.
Other than speed why is this information important?
If you plan on buying new software they will list the minimum system requirments. They will list several things.
1. Operating system - Xp etc..
2. CPU type - Intel Pentium, AMD athalon, etc
3. CPU speed in Mhz or Ghz
4. System Memory (RAM) in Mb
5. Free hard disk space in Mb
If your computer doesn't meet the requirments for the software it may not run or it may run very slowly. Most of the computer game software is calling for CPU speed of over 1Ghz nowadays. But if you are not using such graphics or multimedia intensive programs you should be fine.

It means your computer is a slow one without much memory. The first number is how fast it runs (actually the bus that ties all the parts together). If you bought one today it would be more like 2000 MHz. The second number is how much memory is installed for the programs to use for the instructions and the data they need to have handy. If you bought a new computer today you would expect to be closer to 1000 MB of memory.
If you want to be able to run newer programs you would need a newer computer. If you just use that one for standard things like word processing and accounting you can live with that one.

ok, in simplified terms, it means you really need a new computer, i hope you arnt running anything more than windows 98, but the 863 MHZ is the speed that your processer is processing at, and the 320 MB of RAM is patheic (no offence) but nowadays its like near inposible to run a good computer with full updated windows with less than 1 GB of RAM. So if i where you, i would save like around $600- dollars, and buy a new computer, but NEVER buy an emachine. Good luck

It means that your computer 'acts' at 863 megahertz, and it 'remembers' at 320 megabytes.
When it's 'acting', it's making decisions - what program to start or stop, what to display on the screen, etc. When it's 'remembering', it's taking in the information you put in with the keyboard, the mouse, the phone line, the modem, etc etc.

863 MHZ is the speed at which your computer processes information.
320MB of RAM (Random Access Memory) is the amount of memory on your machine.

Stuart has the best answer. But yup your computer is really quite slow compared to modern standards but it depends what you use your computer for.

then you have;
836mhz of processor speed(this is how fast your computer is.)
and
320mb of memory(this is how many your computer can remember)
