anywho.com has a reverse lookup, but if they're unlisted they will not show up there. You can also see if your carrier has a blocking service.

There are currently some sites that will let you enter a cell number and it will tell you who it is, but you have to pay a fee.

Just call the number from a different phone than your own & ask them who this is. Pretend you misdialed or whatever.
