Yes, probley sprayed on as it tumbles in a mixer,
clothing dye will work, most any dye will work as long as it,s perment,

Yes, it's dyed. I have never dyed any personally, but I am sure you can do it the same way you would dye anything else.
I have heard of people spray painting mulch too...
