Mortar can be used to "float' out a floor, which is one way to level it. This is not a D.I.Y. skill, however. Self-leveler is much less viscous, and will level out itself. This IS "do-able" for a D.I.Y.er

No...you can't because mortar (cement & sand mix) has no real strength like concrete. If you have a bumpy and uneven floor, by putting a layer of mortar on top and hope that it will be level, will not neccesary be the case. It is not liquid nor fluid enough like oil to flow on top of the floor and level out the final finish level. Even if you manage to spread mortar on top, leave it for a week and you will notice hairline cracks on it's surface due to its thiness, weak strength and debonding failure. If you want a proper leveler, there are some commercial concrete epoxy based levelling compound where you can either pour or apply on top concrete surface that will bond with the surface and create a durable & lasting finish. Or you can apply some form durable epoxy paint like for car parking or factory flooring. Please check with the local hardware store or the local net for such product. I wouldn't it's not made for that application levelers are a more liquid mix.
