When I flush the toilet, the water rises until the top, and then once the tank stops filling up, the toilet bowl water will start to slowly go down... but there is no definite "flush". I don't think it is clogged because I have plunged it for quite some time. Also, I found out the water had been turned off by my roommate, when I turned it on, it seemed as if the toilet was going to over flow so I quickly turned the water off again. Any help?

You have a clogged toilet. Either buy a better plunger or a toilet auger. Or call a plumber.
Why are these idiots telling you to fiddle with the tank? Just by what you said, anyone can see that the toilet is clogged.

The flush is caused when the stopper in the upper tank is lifted by the action of the chain attached to the lever you press down to initiate the "flush" from the outside. If the bowl isn't clogged, check the tank (lift lid) and see if the chain to lever is still attached. If it's not, there's your answer. Turn the water on if there's no clog, too, or else the one flush is all you'll get tonight.

You can also go to the drain line under the toilet, the 4" one that relieves the toilet of its business. Look and see there isn't a big sag in the stretch of line leading outside your home. Your pipe needs to be on a slight slope, any swag or drastic elevation changes in your pipe will disturb the flow, leading to a blockage in your pipe... If your pipe slopes too much downhill wise, it will wash all the water away too fast and leave the waste behind... I think it is like a constant 3% grade of elevation recomended by plumbers.

Try this-
When the water level is low again, rapidly pour in a huge bucket full of water. The pressure of the water might force the clog down, if that's what it is.
If that doesn't help, see inside the tank to make sure the handle is still connected right to the mechanism and that there isn't leakage into the bowl.
If the sewage starts coming up into your tub or shower, it's time to call the plumber!

Your toilet is clogged and if plunging does not work try a commercial liquid drain opener,if you still have no results call a professional.

Not 100% sure but is there not a pipe which comes down from the roof which acts as some kind of opposing pressure so the water goes down??
Perhaps that is blocked, so get a hose pipe and climb carefully onto the roof and squirt water down until it clears

When you flush the toilet between one and two gallons rush from the cistern down the loo - how is another jugfull going to make any difference. You can put a running hosepipe into a toilet without problems - it is after all just another draim
