The most famous version of this song was done by a group called The Sandpipers in 1966. Pete Seeger adapted this song from a poem by Cuban writer Jose Marti.

The original is by Jose Fernandez Diaz (A.K.A Joseíto). However, the common version we hear today are the based on the lyrics by Jose Marti. A lot of artists have covered the song, including Wyclef Jean.

I think it's an indigenous Cuban song about people who lived in the Guantanamo Bay area. I don' t know who popularized it.
