ago. I also heard U should do it in the Winter but I'm just gonna give it a shot because I don't think I did it in the Winter last time.

If you are asking if you can propagate any rose, legally or not, then the answer is yes. You can propagate any rose through cuttings. I don't think there is any specific time that you are supposed to do a cutting, however, I'm wondering if you are talking about dividing the rose. Are you talking about dividing? If you are then I will have to say no. I've been growing roses for 20 years and I've never heard of propagating roses through division unless they divided a sucker from the root ball.

Any rose can be propagate by cuttings If the Rose has PVR you may get into trouble if you try to sell them.
Roses are generally grafted onto rootstock as the rootstock is known to be more disease resistant and more vigorous.
Cuttings are grown on their own roots and may only grow well for a few years but if you grow cuttings each year what does it matter
As Roses are mainly decidious winter is the best time to take cuttings and place in free draining cutting mix or into an open ground plot. Use Hardwood rooting powder

Some roses(Some carpet rose & Minatures) are grown on their own roots, ie Not Grafted

Many modern roses are still in patent, so they are propagate-able, but it is illegal to do so without paying the hybridizer.

Many modern roses are grafted onto other rootstock, and don't grow as well or as vigorously when you propagate them by making a cutting (if you don't also make a rootstock graft yourself).

Winter seems like a peculiar time to do this, but you should do what you have succeeded at before.
