I think what you are describing is the internal part of the headlight being hazy. If this is the case, you will have to remove the headlight assembly, remove all bulbs and sockets. Since most are sealed, the only opening available would be where the bulbs are, so put some fine sand into it and add dish washing liquid and some water. Shake the whole thing until the haze disappears. To remove the sand, invert the assembly and flush it out by using a garden hose, re-assembly as required

advance auto parts sells for about $10 a kit to restore headlight covers, it takes the cloudy away. ive used it in the past and it is easy to use and works great

go to advance or auto zone and get a mild rubbing compound to use on them,this will bring them back to new again,it takes a little work but they will come clean again,after that use a regular wax on them to make the shine last ,good luck on it.
