Ummm no....I didn't know that and I can't say I've ever been aware of tapping my foot in the bathroom.

I can't think if I ever have tapped my foot or not, but I think there is probably a distinction between thoughtlessly rocking your foot (which I have probably done at some point) and actually tapping the toe-portion of your shoe in such a way to clearly catch someone's attention.
I try to avoid using public restrooms altogether anyway...

I had no idea.
One time two girls followed me into the bathroom. I did not solicit them, because I consider the bathroom a no-nonsense kind of place.
