I never did I always used 600-800 grit sand paper to wet sand it so the piant would stick

A primer is made to adhere to broken paint as in bare metal or repairs, if no body work or repairs are necessary then a Sealer is what you need as it will provide the adhesion of the new topcoat and provide better color hold out and gloss retention

a coat of primer will give you a better, longer lasting paint job. but no, it is not necessary. sanding is very important though. sand off the shinny coat and in a way, you are using your old "primer" for the new paint to stick on to.

primer just forms a bond between the panel and the top coat ;wash ,nuetralize and sand may be all you need depending on your desired resultes.
