It depends on the parents, and on the anime/manga. I think that saying that MOST anime/manga contains gore, mature content, etc. is a stretch. I mean, a lot of it does, but you can't say that MOST does... and the levels of how much cursing, violence, etc. vary from series to series. It also depends on if you're watching/reading uncut versions, edited English dubs (take Sailor Moon for example... a seemingly kiddy anime, until you watch it in Japanese), and so on. I guess the reason some parents don't let their kids read/watch it is because they are worried about their children being exposed to things too early. They want their kids to be kids forever, and not learn about certain aspects of life until they are older. It's all out of concern. My parents don't really pry into what anime/manga I enjoy, but I know adults who are like that with children. It's annoying, but understandable.
