i saw a guy who was obviously drunk today hop in his truck and drive away should i have called the cops?

Yes I would have. Sooner or later he is going to hurt someone.
I've had the misfortune of living next door to two whinos, one next door to my parents and one next door now.
The first died, but he drove drunk and lost his licence I can't tell you how many times. Why they continually gave it back to him I will never know. I was young and although I knew it was wrong my neighbours were friends too so I didn't know what to do. The guy next door now doesn't drive thank God. But there are always fire engines around at least once very few months and right now the guys in hospital with blood clotted between his shrinking brain and skull from a fall he never remembered. So if he makes it he'll just go back to old ways...too fargone to ever stop.
This is why people like this are dangerous and you should take thier licence and report it to the police. They can await his arrival at his home. If you saw him come out of a certain bar tell them that too because the bar is responsible for cutting people off who get too drunk too.
It's wrong. Especially when he is that drunk he cannot even walk or talk straight. Those are the ones who kill and don't even have any recollection or remorse half the time cause they are just too fried and brain dead even when sober.

Yes, I think that it is a good idea to call the police when you see someone driving who is obviously drunk.

Call the cops. I am spending the night at a friend's house on the night before my birthday fifty miles from home so I don't have to drive.

yep! He could have turned the curve and rammed into someone very close to you and killed them! When I was a teen I worked in a drive-thru and we worked with the police force in our city, if we had a drunk come through we would call them. We have taken many drunk drivers off our roads in our small town!

Yes you should have you could save someones life by doing that because you don't know if he will hit someone or run a kid over or whatever the case me be.....

Yeah, if possible try to write down his license plate or the color & type of vehicle to help law enforcement.
