odometer has 80K + miles, runs fine but really needs tlc. can figure for that old of a car things would need replacing and upkeep. just in case it is 180k miles, do I have the right to get my money back?

On the title is a box under the mileage that asks if the mileage shown is the correct mileage. If the title shows that the 80K is correct, then you have to rely on that. You can also run a car fax report and check in a dealer and see if the car has been seviced at the dealers and do they have a record of the service that was done on the car. If their records show work done on the car when the mileage was over 80 then you know it has been messed with and you can avoid the car.
