First, write a poem for her. It doesn't have to rhyme or anything. Just include as many inside jokes as you can and include things you know about her, like her eye color and favorite food.
Her personality has a lot to do with the actual gift. It could be a newsboy cap if you aren't sure what she likes. Some ideas are teddy bears, purses, nail polish, good-smelling lotions and perfumes, flip-flops that you can personalize...there are so many choices!
Try asking an employee at the store, "What do you think is a good idea for a (insert age here)-year-old girl that likes (insert hobby here) and (insert activity here)."
Could you make a card? Fold a piece of paper in half and find things to decorate it with. You could even make it based on her favorite food or something like that.
Get a bag, put the things in, fill it with colorful tissue paper, and tie some ribbons and things around the handle. Give it to her with, maybe, some chocolate and a smile!
It may seem like a lot, but if you break it down...

Bag: probably free
Chocolate: Around $2, doesn't need to be anything fancy.

A single rose or orchid, a small box of very nice chocolate, a fun/cute pen, some beaufitul strawberries with chocolate dipping sauce, a bottle of essential oil to burn in an oil burner (if she has one), a paperback bookk, a surprise picnic lunch, popcorn and a DVD rental, admission to a museum or art gallery exhibition for two.

$10 dollars??? Go to target and there are like 99 cent bath stuff go get a few of those put it in a bundle and tie a bow around it. Like get her a small thing of lotion, lip gloss, shampoo and conditioner, some other travel size things. Then she has it handy if she should need to go on a vacation.

One rose would be nice, and it also mean something.
And of course it absolutely under $10, but choose the one her favorites colors or any colors that you considering as the best, and also cover and grab it up with a nice simple convenient look.

Well, girls love jewelry..atleast most do. Buy her a cute locket or necklace with a cute saying on it.
Make her something yourself and put a lot of effort into it.
Buy her movie tickets to a midnight show..?

under 10 would be lotions or shower gels. or fashion earrings or gift certificate to walmart can you make it 9.99 at least it's under 10 dollars lol also.

Cheap-sake lol. If you are going out, why not buy a frame, and frame a picture of the two of you. With a little love note. Or a bouqet of flowers.
