Red shirting is College. IR and cuts are pros. If a player is put on IR, it means his injury is significant enough that they have given up on him playing for the entire year. The team can't bring a player back off IR in the same season. Cuts are just flat out letting a player go. Teams go into training camp with more players than they're allowed to keep on their rosters. So some don't make the team.

An NFL team that places a player in the IR (injured reserve) list prior to the season starting means that player is done for the year and will not be eligible to play.

This is called RedShirting. They are still on the roster but they are not playable. They are usually put on this list when they are hurt. They put them on this list when they don't want to play a player that is injuried but they do not want to cut them. That player is reserved on this list so they can play the next season. It is like saving a star player.
