An American citizen man can marry an Indian lady according the Indian Matrimonial laws applicable in such cases or according to American matrimonial laws if these are applicable & are not in contravention with the existing Indian matrimonial laws. In both these cases the no objection certificate is required by any of them from their individual home department or Embassy as the case may be with regards to applicability of any of these matrimonial laws under which the couple wants to get married. This provision is necessary keeping in mind that the marriage in question is not declared void in either of the countries as the marriage was preformed in contravention of the matrimonial laws applicable to the individual citizen of the country. Now coming on the matrimonial laws with regard to such marriage as prevalent in India. If they want to get married in India then they can do so under the provisions of the Special Marriage Act, 1954 before the Marriage officer/registrar irrespective of their religion, caste, race, nationality but after giving a notice of one month & in presence of three witnesses, the marriage certificate issued under this Act has legal recognition in both in India as well America. The American Home department recognizes such marriage as valid in America & gives a NOC to its citizen for getting married under this Act. The second provision for both of them getting married is under the provisions of the Christian Marriage Act, 1872 if both of them are Christian either in a Church or before the Marriage officer appointed under this Act. The marriage certificate issued by the Marriage officer in such case is also legal & valid for all purpose in both these countries, in case they marry in Church then that marriage should be registered with the marriage registrar under the provisions of this Act or under the provisions of the Special Marriage Act, 1954 who shall issue a marriage certificate that will be sufficient for all legal purposes. The third way to get married by an American with an Indian is under the provisions of the Hindu Marriage Act, 1955 if both belong to Hindu religion. If any of them is not a Hindu by religion then a conversion to Hindu religion prior to such a marriage is necessary. Such marriage can be preformed by a Hindu priest & it should be registered under section 8 of the Hindu Marriage Act, 1955 with the Marriage registrar or under the provisions of the Special Marriage Act, 1954, in either of the case the marriage registrar issues a marriage certificate that will be legal & valid in both the countries for any purposes. The fourth way for getting married by these two is under the provisions of the Foreign Marriage Act, 1969 if the Indian citizen is staying in America for the last one month, such marriage is preformed by the marriage officer who is one of the officials in the Indian Embassy in USA, irrespective of the religion, caste, race or nationality but after giving a notice of one month & in presence of three witnesses. A legal & valid marriage certificate is issued which is recognized in both the countries for any purposes. In all or any of the above mentioned form of marriage the main conditions are age of bride should be not less then 18 years & that of the groom 21 years, both of them should be mentally fit & not suffering from any mental illness or diesease, both should not be related to each other in any prohibited degrees i.e. they should not be blood relation to each other & both of them should be unmarried or divorcee or widow or widower as the case may be. Valid documentary proof of all these conditions is required. Let me also tell you in case both of them are Muslim by religion then also they can get married according to the Shariat (Muslim) Law & get such marriage registered by the marriage registrar under the provisions of the Special Marriage Act & get a certificate for the same. Hope all this information will be sufficient for you, but for more clarification you can always ask me. If you get confused while reading my reply then read it words by word you will understand it, as you can’t expect any thing less from a qualified lawyer.

Do not get married until you both have an understanding that you are not Indian and that you both have to come halfway when it comes to cultures. Do not marry a man who expects you to become the "Indian wife" and doesn't accept the American woman you are. There is nothing wrong with learning another culture but you should not have to throw yours away. I really think you need to wait longer. Wait until you both can communicate much better and try to visit the country another time before deciding to marry. You say you want to meet him halfway, but are you sure he wants to do the same for you? the Indian culture is VERY different from American culture so you need to make sure he understands this and knows that he will have to make some compromises, and not just you doing all of it.

Marriage is purely a personal thing. Any male of any country can marry any female. If an American wants to marry an Indian girl, just find out the girl first and go ahead with the marriage. The marriage can be conducted at the Church (if both of them are Christians) or in a Temple, if they are Hindus or believe in Hinduism. To find out a matching girl, you can register in any one of several matrimonial service sites (ex. bharatmatrimony.com). Check google for many
other names.
You have to register your marriage with the local registry.
It is also possible to marry under special marriage acts, details of which can be had from the local Marriage Registrar.

Once you find a indian girl willing to marry you, there are 2 ways to make it a legal marriage.
1. if you are in india, marry under the provisions of the Special Marriage Act.
2. if both of you are in U.S.A and get married there, go to the indian embassy, and register your marriage under Foreign Marriage Act.
