how do you get someone to change the way there tone of voice on any coment or question or reply is that negitive bit%$ like tone of voice?

They have to change their attitude first. Don't know if you can help there, unless you can talk to 'em about it. It could have become a habit? Do they think they're funny? Or are they serious? You could explain to them that they are being judged by others because of they way they talk or treat others. That's a hard one! Good luck!

Maybe the person isn't aware of what his/her tone sounds like. You might kindly bring it to his/her attention.
Other than that, if it doesn't change, quit hangin around with this person if it bothers you so much.

They may not know what they sound like, so tape several exchanges and eventually play them back.
Only you know whether you need to present this as discipline, advice, concern, or what.
