Mexico and Australia has st8s. The latter has so few that I can actually name 'em:
Western Australia
South Australia
Tasmania
Victoria
Queensland
New South Wales
Other countries, such as Canada or Iraq, have provinces. Japan has prefectures. Russia and Ukraine has oblasts. Ireland has counties (which are also subdivisions of 48 U.S. states. AK has boroughs; LA has parishes.}

yes, well, similar at the least.
most countries have atleast a subdevision that governs local issues. some countries call these states, others provinces, others territories, cantons, districts or whatever.
how these are organised usually differs. for example the netherlands has provinces, but the provinces have no legeslative powers. their soul responsibility is watermanagement, and management of public transport.
the us states have power to make laws. which is similar to switzerland, where they have cantons, these cantons are also able to make laws.
