Basically this guy i wanna ask out is sweet and cute but he seems so shy that im not sure that if he does say yes that he would be saying yes because he likes me too or if he would be saying yes because he's too scared to say no and see me be hurt. So what im trying to ask is should i ask him out and see what happens or just forget about it until im sure that he is saying yes for an honest reason? explain reasons for both please.

Since you think he likes you, how about just asking him to see a movie with you. If he says yes. This would at least give you the time to see if you both are compatible.
That way if it doesn't go well. Then you both at least tried.
A movie doesn't have to be a date. It could be just friends going to see a movie together.
He may end up getting more secure in knowing that you like him and will ask you out.

Just ask him to go out for a cup of coffee or some ice cream because you would like to get to know him better. If he refuses, bring him a cup of coffee some other day and try to get to know him while you both have coffee together. Try to find out things that he is interested in and maybe you will find out he is not so shy after all, he just may not know how to start a conversation. Good luck

Why not ask his friend if he would ask this guy if he wants to go out sometime and suggest it be a four-some with his buddy and one of your girlfriends.
If he is really as shy as you say, it might be a good idea to do something in a group setting for a first time out.

It not a writtern rule that the guy should ask the girl out. As your friend is shy why don't you take the initiative. There is nothing wrong in that.
But remember to take one step at a time. Once he is free of his shyness, He will be his best.
