Some states take the difference between what each parent makes and use that as a means for who pays what. Also the amount of time of visitation for each parent also makes a difference in child support.

Of course not. At least one parent of any child is NOT making payments. Neither of my parents EVER paid any child support. My youngest brother is 33 and my parents are still married.

Only if the custodial parent hauls them into court and releases the hounds on them. If they don't take them to court there is no requirement. The custodial parent can release the noncustodial parent any time they choose.
