It is an odd choice of word to use when describing a person but I would think it means that you (or the person it was said to) are relatively 'average' looking. For example, you are not a Goth or a Punk yet you are not "Little Miss Prim and Proper".
I suppose it could also refer to someone who looked like they would be fair and non-judgmental but that would be pushing it a bit!

It means the person who said it doesn't speak English well, or doesn't do a lot of reading. You should probably just ask the person what he/she means, as all I could do is make a guess like other people here. The word as you quote it here is used improperly.

it means you are dressing or look proper, not skanky.
when you dress moderately, you dress with respect for your body and dont show to much.
if you look modest, you look like you respect your body and you dont use to much make-up or worry about impressing people with your looks.
