Depends on the RPG, I'd say. I like to do old school SW RPG, so the vast majority of Halloween decorations I've seen really wouldn't work (actually, more costumes and props would work, but for some settings some decorations would work). For a vampire or werewolf RPG, virtually most of the non-cutesy decorations would do well.

Check local party stores. I like to go to Iparty for things like tombstones, fake bones, Spanish moss, ect. for decorating with. Also arts and crafts shops like AC Moore and Michaels can surprise you with what they've got for for decorations. Don't forget department stores such as Wal-mart and Target. Last year my sister got a misting tombstone from Target that she set up at her Halloween party and everyone really liked. She also got a misting cauldron from, I believe, the Discovery Store, that was also cool to see operating.
